Process for founding towns

i am interested in founding a town on the server and i would like to know the requirements for doing so.
If anyone could reply with some general rule/requirements that would extremely helpful.

To be honest, there isn't a whole lot of criteria. All you have to do is have the money ($10,000) and find a location that is far away from other towns so that you can expand without running into other people.
